In Canada, it's easier to immigrate if you learn a bit of French and move to Quebec.
Once you immigrate, moving to another province isn't that hard.

If you go, you should definitely major in CS.
Even if not CS, go for STEM.

Honestly, someone with no skills like a civil servant doing office work can't really consider moving abroad.
If you don't want to run a sushi shop or something, you should go back to university.
